Odpovedi by snad mohl byt vynatek z manualu, konkretne z man 5 host_access:

	        Access will be granted when a (daemon,client)  pair
		    matches an entry in the /etc/hosts.allow file.

	        Otherwise,  access  will  be  denied  when  a (dae-
		    mon,client)  pair   matches   an   entry   in   the
		    /etc/hosts.deny file.

	        Otherwise, access will be granted.

Takze, kdyz existuje hosts.allow a existuje i hosts.deny, ale zadny z nich se 
k pristupovym pravum k dotycne sluzbe nevyjadruji, tak je pristup povolen. 
Neni to nahodou tvuj pripad?
